Child Protective Services not only provides a unique twist on the identity of the Dynamic Duo’s first enemy, but it also makes perfect sense.As a single man with another single male–Alfred Pennyworth–in his household, Bruce Wayne would have immediately raised red flags for CPS.Add to that Bruce’s reputation as the incompetent, party-loving"Brucie"Wayne, and his role as the guardian of a newly orphaned boy becomes even more suspicious in their eyes. Waid adds humor to the situation, as the pages showing CPS questioning Bruce’s fitness as a parent are immediately followed by a scene where Bruce and Alfred unload a machine gun firing rubber bullets at Dick while he navigates an intense obstacle course. The humor here is that CPS is, in a way, right about Bruce being an unfit guardian.
